Our Team:

Following the first phase of the Transformation Programme, Members approved the continuation of a dedicated resource to support organisational change and aid the Council in meeting the objectives set out in the Corporate and Financial Recovery Plans.    A new structure has been developed and the Change Delivery Unit established.  


The Change Delivery Unit is the Council’s change capacity, and its object is to contribute to the Council’s Financial Recovery and Corporate Plans by providing project and change management expertise. The Unit will support operational services in delivering change and continuous improvement that support financial sustainability through a programme of prioritised activity.

Your Contributions:

As a Change Delivery Officer at Halton Borough Council, you will play a key role in delivering impactful change across a diverse portfolio of projects. Working across all stages of the project lifecycle—from problem identification through to implementation and handover—you will support and lead on multiple initiatives concurrently, helping to drive improvements in services and outcomes.

You’ll work collaboratively with Council services to analyse business processes, develop practical solutions and co-produce change. Alongside this, you’ll contribute to programme governance by producing clear, insightful reporting on progress, risks, challenges and benefits, ensuring stakeholders are well-informed and able to make effective decisions.

Specific duties include:

  • Supporting delivery of projects end-to-end, ensuring milestones, outcomes and alignment with strategic objectives
  • Facilitating workshops and stakeholder engagement to co-produce solutions and drive consensus
  • Maintaining project documentation, plans and registers to monitor progress and performance
  • Analysing operational, financial and performance data to inform decisions and track benefits
  • Identifying risks and barriers, supporting mitigation and escalating where appropriate
  • Contributing to reporting, communications and benefit tracking to support effective governance and sustainable change

Through your work, you will help embed lasting improvements, ensuring changes are effectively implemented, benefits are realised, and services are equipped for the future.
